Overcoming challenges of India's power sector

Abstract: The power sector plays a pivotal role in India’s economic development, serving as a key indicator of progress through energy consumption. Despite significant growth in installed capacity post-independence and during various Five-Year Plans, the sector continues to face critical challenges that hinder its ability to meet increasing demand. This article analyzes the multifaceted issues plaguing India's power sector, focusing on coal supply inefficiencies, operational and maintenance constraints, persistent power shortages, inadequate fund allocation, high transmission and distribution (T&D) losses, and slippages in capacity additions. The study is descriptive and qualitative, drawing on government reports and sectoral analyses to highlight the systemic issues impacting power generation and distribution.
The findings reveal
that inconsistent coal quality, transportation bottlenecks, and lack of
strategic planning impede thermal power plant performance. Operational
inefficiencies are exacerbated by inadequate technical training and frequent
personnel transfers, affecting plant reliability. Chronic power shortages
continue despite capacity expansion due to low plant efficiency, limited
financial resources, and poor implementation of planning objectives. The paper
underscores the high T&D losses, often reaching 23%, due to outdated
infrastructure and electricity theft. Despite heavy investments, the failure to
meet projected capacity targets has further strained the sector. The conclusion
stresses the urgent need for enhanced planning, better manpower management,
adoption of modern technology, and strategic investment to revamp the sector.
These reforms are essential to ensure efficient power availability and support
India’s growing energy demands.
