Management development in public and private sector: A comparative analysis

Abstract: This research paper dwells on management development practices where the researcher focuses in order to describe the differences and similarities between the management development processes in the public and the private sectors. Through research upon current frameworks, training, and leadership models of development, the paper will explore underlying impacts of organizational cultures, resource doping, and governmental laws upon effective management development programs. The paper lists major variations in the method of building skills, performance assessment system, and talent maintenance in both industries. It further points out the effect of political forces, bureaucracy and stakeholder expectations in the development of public sector management. Instead, the private sector is evaluated on the basis of its orientation to innovation, flexibility, and performance measurements that are focused on the market. Case studies, literature reviews and professional interviews of both sectors are used to give a comprehensive picture on the study on management development. Their results are intended to provide policymakers, organizational leaders, and HR professionals with useful information in order to improve the practices in management in both sectors.
