A decade of smart cities mission in India: Performance, challenges and the road ahead

Abstract: The Smart Cities Mission, launched by the Government of India in 2015, aims to promote sustainable and inclusive urban development by improving infrastructure, enhancing the quality of life, and making cities more efficient and livable. The mission focuses on the use of technology, innovation, and digital solutions to address urban challenges such as traffic congestion, pollution, inadequate water supply, poor waste management, and limited public services. Under this initiative, 100 cities were selected through a competitive process to receive funding and technical support for projects in areas like smart governance, smart mobility, smart energy, and smart environment.
This paper explores the concept of smart cities, outlining how it integrates information and communication technology (ICT) with urban infrastructure to create more responsive and citizen-friendly services. It reflects the objectives of smart cities mission in India. It examines the implementation of the Smart Cities Mission by looking at key projects such as smart traffic systems, integrated command and control centers, smart street lighting, and e-governance platforms. It also assesses the performance and outcomes of the mission, highlighting successes, challenges, and gaps in achieving the intended goals. While several cities have demonstrated innovative solutions, issues like delays in project execution, financing constraints, and unequal benefits across different sections of society remain significant concerns.
